Sandbox mirror of PR flashinfer-ai/flashinfer#4880's scope machinery, so the comment -> commit-status -> matrix round-trip can actually be executed. That path is untestable in the real PR because issue_comment workflows load from the default branch only. Permission checks stripped; the sed, validator, chunking, status publish/read jq and matrix if/elif are verbatim from the PR.

Mirrors the scope machinery from flashinfer-ai/flashinfer#4880 so the comment -> commit-status -> matrix round-trip can actually be executed.
That path is untestable in the real PR:
issue_commentworkflows load from the default branch only, so nothing on #4880 ever runs its handler. Merging this here makes it live and lets us prove five mechanisms that so far only exist as offline simulations.Permission checks stripped (personal repo). The sed, validator, chunking, status publish/read jq, and matrix if/elif are verbatim from the PR.
