🔍 Vantage: Add Unit Tests for Releases API Endpoint

• Added unit tests in src/__tests__/releases-api.test.ts to cover src/pages/api/releases.ts.
• Verified GitHub release fetching & visitor formatting, environment binding extraction for GITHUB_TOKEN, fallback behavior when releases are empty or network errors occur, and structured telemetry logging.
• Increased statement coverage of src/pages/api/releases.ts from 0% to ~95%.
• Recorded quality journal update in .Jules/vantage.md.
