What

Refactored ADR 0001, codified ADR 0002 for the Workers-First Assets Architecture on Cloudflare, created the master ADR index (docs/adr/README.md), and established the Repository Tech Radar (docs/tech-radar.md).

Why & Horizon

Provides unambiguous ground-truth context and actionable AI agent directives (Do / Don't) across architectural decision records and technology choices to eliminate agent drift across pull requests and future evolutions.

Tradeoff Analysis

Benefits: Establishes clear boundaries and governance rules for both human developers and autonomous AI agents; standardizes sequential ADR tracking and technology ring classifications.
Costs/Risks: Documentation requires ongoing maintenance as technologies evolve across quadrants/rings.

Human & AI Impact

AI agents MUST follow explicit Do and Don't directives in docs/adr/ files.
Every new architectural decision must increment sequential ADR numbers and update docs/adr/README.md.
