Initial release of RF dataset collection MATLAB scripts

Fully tested version of the RF dataset collection MATLAB scripts that are cleaned up for public release. These scripts were used to collect the experimental data for a deep learning-based radar detection tutorial paper that was originally completed in January 2021.
