Unify agent instructions into AGENTS.md (CLAUDE.md symlink) - #8261

Merges the contents of AGENT.md and CLAUDE.md into a single canonical AGENTS.md (the cross-tool standard filename), and makes CLAUDE.md a symlink to it so both names resolve to the same guidance. Folds in the unique sections that previously lived only in AGENT.md (Git workflow, API approvals, detailed TestKit guidance, repository conventions) and reconciles the TestKit guidance to the async-only rule. Removes the non-standard singular AGENT.md.

AGENTS.md(new, canonical) — the cross-tool standard filename. Note on the symlink
CLAUDE.mdis committed as a git symlink (mode120000). On Linux/macOS it resolves transparently. On default Git-for-Windows (core.symlinks=false) it materializes as a small text stub containingAGENTS.md; the real content always lives inAGENTS.md. Chosen direction keepsAGENTS.md(the standard) as the real file.Docs/process only — no source or test impact.
