Akka.NET v1.5.65 is a maintenance release with important bug fixes for Akka.Cluster.Sharding, Akka.Core configuration, and Akka.TestKit.

**Akka.Cluster.Sharding Bug Fixes**

* [Fix cluster sharding lease coordination bugs](https://github.com/akkadotnet/akka.net/pull/8150) - Fixes three chained bugs that cause shard unavailability (~6 minutes) during rolling restarts when using distributed lease coordination (e.g. Kubernetes leases):
* [#8146](https://github.com/akkadotnet/akka.net/issues/8146): The backup `ShardStopped` safety net from #8055 fires spuriously after every successful rebalance, causing the same shard to be allocated to 2+ nodes simultaneously.
* [#8147](https://github.com/akkadotnet/akka.net/issues/8147): `AwaitingLease` stashes `HandOff` messages indefinitely, preventing the coordinator from reclaiming stuck shards.
* [#8148](https://github.com/akkadotnet/akka.net/issues/8148): `StartShardRebalanceIfNeeded` silently skips shards during graceful shutdown when a rebalance is already in progress.
