Summary

Update RELEASE_NOTES.md for version 1.5.51.1 release
Update Directory.Build.props with new version number
Includes fix for journal health check registration without event adapters

Changes

Fixed journal health check registration issue when using .WithHealthCheck() without adding event adapters
Resolves issue Journal health checks not registered when no event adapters are configured #666 via PR Fix journal health check registration without event adapters #667

Test plan

Version number updated in Directory.Build.props
RELEASE_NOTES.md updated with proper format and date
All existing tests pass
