#40567 updated the minimum platform version for refreshes to 0.63.7, which includes https://github.com/airbytehq/airbyte-platform-internal/pull/13010. Update bigquery+snowflake to use this CDK version. Also update the changelogs to reference the newer platform version.
(the cdk is already published, #40567 is just pending redshift CI to actually merge to master)
