Include PyTorch 2.15 in the CUDA 13 nightly NIXL EP wheel matrix and in the manylinux Dockerfile's default PyTorch version list. Existing versions remain supported. The current CUDA 13 wheel lacks `nixl_ep_cpp_torch215`, so NIXL EP fails to import in vLLM's CUDA 13.4 nightly image with PyTorch 2.15. Fixes #2297. The existing wheel builder generates a PyTorch-versioned extension and merges it into the wheel for each requested version. PyTorch 2.15 CUDA 13.2 nightly wheels are listed for Python 3.10–3.14 on both x86_64 and aarch64. Validation: the nightly matrix parses as YAML, `bash -n contrib/build-wheel.sh` passes, and `git diff --check` passes.
