Cherry-pick of #17915 onto
release/1.6.2. Moves the planner build and runtime bases to Python 3.13.18 (3.13.18-slimand3.13-v4.1.10), refreshes the planner baseline SBOM topython@c718fc95, and drops the ensurepip workaround that the new runtime makes unnecessary. This clears the open Critical advisory on the shipped 1.6.x planner image. The only conflict was the
generated_attimestamp incontainer/compliance/base_sboms/manifest.json, resolved to main's value.
