fix(kv-router): reject non-boolean worker flags in upsert and patch - #17910
The Python selection service coerces non-boolean worker flags by truthiness. Passing is_eagle="false" or engine_owned_mm_identity="false" to upsert_worker or patch_worker can enable the wrong block hashing mode.
Key Changes
Apply the existing strict_bool parser to both fields on WorkerRequest and WorkerPatchRequest. Real booleans, a missing key, and None keep their meaning. Other values raise ValueError before worker state or KV-event listeners change. This intentionally rejects callers that passed truthy non-boolean objects.
Core change: four Serde annotations in lib/kv-router/src/services/selection/types.rs. No new dependencies or routing algorithms.
Validation
Extend test_selection_service_malformed_payload_raises_value_error in lib/bindings/python/tests/test_kv_bindings.py with upsert and patch calls using "false" for each worker flag. The existing select rejection and malformed token checks remain. The separate worker flag matrix was removed at the maintainer's request.

The earlier validation snapshot demonstrated the is_eagle failure and fix through the compiled Python binding. The expanded regression cases await remote CI on 165e44a258221fe83885e2f0b28e9f6944ac961a; no local tests were run during this maintenance pass. The test uses no model or GPU and retains its five-second timeout and pre_merge marker.
Issues and Ongoing Work
Relates to #17238, which applied strict parsing to selection requests. This PR applies the same parser to worker upsert and patch requests.
SelectionService.upsert_worker and patch_worker depythonize into WorkerRequest
and WorkerPatchRequest, whose typed is_eagle let pythonize coerce any truthy
object, so is_eagle="false" enabled Eagle hashing for the worker's partition.
Use the strict_bool deserializer from ai-dynamo#17238 on both fields so only True,
False, None, or an omitted key are accepted.

The Python binding test covers is_eagle rejection and the omitted-key
default through the real depythonize path; the serde_json test passed
without the fix.

Left out of the table because CI repeats them: building the changed source and importing its compiled extension (Check 1), lint and formatting with pre-commit (Check 2), and the pre_merge Python unit tests in lib/bindings/python/tests/test_kv_bindings.py (Check 4).

Validation result: pass. The new Python test failed without the fix (DID NOT RAISE ValueError) and passed with it. A direct binding probe showed is_eagle="false" stored as True without the fix and rejected with ValueError with it. The deleted Rust test is gone. The selection service now strictly validates is_eagle as a boolean or null for worker creation and patching. Python binding tests cover valid values, invalid values, preservation behavior, and cleanup.
The production validation change appears covered, but test hermeticity and patch-update coverage should be corrected before or shortly after merge.

Explanation
The description conflicts with the PR scope and validation. It claims changes to engine_owned_mm_identity and four annotations, but the supplied summary describes only is_eagle and two annotations. It also describes a different test and says validation awaits CI, while the objectives report that the new binding test passed.

Worker 1 already has is_eagle=False, so this assertion also passes if patching does nothing. Patch worker 2 instead, after the preservation checks, to verify the True-to-False update.

Review comment at @lib/bindings/python/tests/test_kv_bindings.py at line 513:
Update the patching step in the test to target worker 2 after the preservation
checks, so it verifies that patch_worker changes is_eagle from True to False;
leave the existing preservation assertions intact.
factory: Answering the "Patch a worker whose value changes" nitpick in the CodeRabbit review on test_kv_bindings.py:513.
Changed in 9ef4e76. The last patch now sets is_eagle=False on worker 2, which was stored as True. It runs after the checks that an empty or None patch keeps the stored value. The finding was right: worker 1 already had False, so the old check would also pass if the patch did nothing. python -m pytest lib/bindings/python/tests/test_kv_bindings.py gave 37 passed.
nursery: Added a short docstring to the remaining changed test and removed the separate test function in commit 165e44a258221fe83885e2f0b28e9f6944ac961a. This addresses the docstring finding in the CodeRabbit summary. test_selection_service_malformed_payload_raises_value_error now states that malformed inputs raise ValueError without turning truthy values into booleans.

nursery: Updated the description and added the repository checklist. The engine_owned_mm_identity change is in commit 165e44a258221fe83885e2f0b28e9f6944ac961a, so the description now correctly names four annotations and the extended existing binding test. The CodeRabbit description finding refers to the earlier commit with only two annotations. WorkerRequest and WorkerPatchRequest now use strict_bool for both worker flags.
