feat(sglang): enable KVCR linker inventory and hints - #17655
59 state-agent and KV-hint unit tests passed, covering aggregated, prefill and decode metadata and invalid inputs.
Earlier PR head: a two-node TP1 Qwen3-32B BF16 test restored 1,984 tokens over RDMA with matching output. After KVCR eviction, the same request produced no peer hint. The test pinned the destination and used source overlays, not the quick-start image.
Limitations
SGLang currently limits linker inventory publication to TP1. TP>1 and disaggregated serving have not been tested end to end. Dynamo still gates DP>1, attention-DP, CP/DCP, PP, multi-node engines and multiple tokenizer workers. Initial inventory, stream/reset ordering and cache-salt compatibility also need validation.

New Features
KVCR inventory-aware hint sharing is now supported for compatible SGLang linker configurations. Endpoints are checked for valid host information and inventory capabilities before being accepted.
Linker workers can now participate in state-agent reporting when their hint forwarding, inventory, event, and ownership settings meet the supported requirements. Unsupported configurations continue to be excluded.
SGLang KVCR linker workers can now publish inventory-qualified hint endpoints and provide state-agent descriptors. The changes add topology checks, inventory ownership validation, event-source checks, and tests for publication, registration, and unsupported configurations.

Summary
Linker topology and hint publication components/src/dynamo/sglang/kv_hints.py, components/src/dynamo/sglang/tests/test_sglang_kvcr_hints.py
KVCR hint publication now accepts supported linker topologies. Linker endpoints must advertise the required process-local inventory guarantees and pass host validation. Tests cover publication across worker modes, missing inventory metadata, unsupported data parallelism, and wildcard endpoints.
The feature only takes effect once a matching linker-enabled SGLang build is deployed. A standard installation simply publishes no KVCR hints and keeps working. Owners should be aware of this deployment requirement, but nothing here blocks merging.

Add docstrings that distinguish linker detection from supported-topology validation. These helpers define the eligibility contract used by both hint publication and state-agent attachment. As per coding guidelines, “Use docstrings for public functions and classes.” As per path instructions, review changed Python code against .ai/python-guidelines.md.

Add docstrings to is_kvcr_linker and the adjacent public linker eligibility
helper, distinguishing linker detection from supported-topology validation;
describe the eligibility behavior used for hint publication and state-agent

Document the linker-enabled SGLang deployment requirement.
SGLang v0.5.22 predates the separate linker change, so a standard installation cannot publish kvcr_inventory. This path safely publishes no hints when that capability is absent. Use a matching linker-enabled SGLang build or overlay when deploying this feature. No dependency change is required in this PR.

Document near is_kvcr_linker that deploying this feature requires a
linker-enabled SGLang build or overlay; standard SGLang v0.5.22 lacks the linker
capability and safely publishes no kvcr_inventory hints. Do not change
dependencies.

A few points, none blocking. I checked the scheduler contract against sgl-project/sglang#45650 (5b65e08896): the gated arg names, topic hash, event block size and the Rust ingress for KVCR-owned events all line up.

Previously reported defects still present:
Original discussion: The linker path still passes KVCR's advertised endpoint host directly to validate_advertise_host, whose errors name raw_advertise_host rather than the actual KVCR advertise_host setting. A loopback-resolving default therefore fails startup with guidance pointing operators to the wrong option.
Original discussion: The redundant role and topology parameter cases remain at the reviewed head: three tests still repeat aggregated/prefill/decode although linker eligibility does not branch on role, and test_linker_inventory_rejects_unsupported_layouts still repeats three fields handled by the same topology all(...) gate.

Previously reported defects still present:
Original discussion: The linker test still removes kvcr_inventory and then deletes kv_hint_sources. The first assertion duplicates the existing reported-source test at the same inventory_sources early return; the second cannot distinguish deletion of the key because the capability is already absent. Retain the hint-forwarding assertion and remove these two checks.
Original discussion: The missing-key assertion remains ineffective: the test removes kvcr_inventory first, so it returns early even if deleting kv_hint_sources has no effect.

Previously reported defects still present:
Original discussion: The ineffective no-inventory checks remain at the reviewed head: after the test removes kvcr_inventory, both assertions return through inventory_sources before linker-specific validation, so deleting kv_hint_sources cannot distinguish the intended behavior. Retain the hint-forwarding assertion and remove these two checks.
Original discussion: The two no-inventory checks in test_linker_inventory_requires_hint_forwarding_and_reported_inventory remain superfluous. Removing kvcr_inventory duplicates test_descriptors_use_only_reported_sources at the same inventory_sources early return; deleting kv_hint_sources afterward is non-discriminating because the capability remains absent. Retain the hint-forwarding assertion and remove both checks.

Thanks for the quick fixes. One more: the KVCR section of components/src/dynamo/sglang/README.md (lines 8-39) now contradicts this PR. It ends with "This integration does not enable direct-device linker mode", and its setup step (control_advertise_host) is a HiCache option that the KVCR linker rejects (Unknown KVCR options). Please add the linker setup there: --enable-unified-cache-external-linker --unified-cache-external-linker-backend kvcr with publish_inventory: true, kvcr_service_socket_path: null and advertise_host in --hicache-storage-backend-extra-config, TP1 only. The kv_hints.py module docstring still says HiCache as well.

## Summary
- Add an experimental SGLang Direct Linker quick start and Dockerfile.
- Use KVCR-owned inventory and Dynamo router hints for peer KV reuse.
- Scope the example to dense Qwen3-32B BF16 with TP1 workers.
The recipe pins Dynamo
[#17655](ai-dynamo/dynamo#17655) (`fe81cfd`) and
SGLang [#45650](sgl-project/sglang#45650)
(`5b65e08`); KVCR is installed from the build checkout.
## Validation
- Built the Dockerfile from this PR and ran its import/version canary.
- Two B200 nodes, one TP1 worker per node: ten 116K-token requests
restored 115,968 tokens via router-generated hints and RDMA, with
matching output IDs. Mooncake linker `local_first` and `random` ran
against the same inputs.
- The cross-node test used a harness and a chroot in retained GPU pods;
the guide's same-host deployment was not run as written.
