fix(runtime): connect to NATS only when a plane uses it - #17501
Setting NATS_SERVER made every DistributedRuntime open a NATS connection, even on the default TCP request plane and ZMQ event plane, where nothing uses it. The Operator sets NATS_SERVER in every pod when NATS is installed, so workers and Planner on the default planes block at startup on a NATS server they never use, fail if it is unreachable, and report unhealthy if it drops. With this change, the runtime connects to NATS only when the request plane or the event plane is NATS.
lib/bindings/python/rust/lib.rs: the Python DistributedRuntime(...) constructor no longer enables NATS because NATS_SERVER is set. explicit_event_plane, which only gated that term, is gone too.
lib/runtime/src/distributed.rs: DistributedConfig::from_settings_with_overrides and try_for_cli drop the same term, so Rust entry points match the bindings: unified-backend workers, the C bindings and DistributedRuntime::from_settings.
Cause. The NATS_SERVER term predates #10902, which made ZMQ the default event plane. Since then, NATS_SERVER without DYN_EVENT_PLANE=nats creates a NATS client that neither plane uses: events still go over ZMQ. The client only adds a blocking connect at startup, which retries for up to 120 s, and a NATS check in check_dependencies, which drives health. The router guide already documents the intended rule: NATS is initialized for the NATS event plane, and NATS_SERVER only sets the address.
Case (file discovery, TCP request plane, NATS_SERVER=nats://127.0.0.1:9)
Before
After
No event_plane argument, DYN_EVENT_PLANE unset (@dynamo_worker, test workers, Rust from_settings)
Blocks 120 s, then raises NATS startup connection timed out after 120 seconds (26 attempts)
Returns immediately
DYN_EVENT_PLANE=zmq in the environment, no argument (Planner via @dynamo_worker, #12629)
Same as above: the environment variable did not bypass the NATS_SERVER term
No NATS connection (same code path as above; not run separately)
event_plane="nats" or DYN_EVENT_PLANE=nats
NATS
NATS (unchanged)
request_plane="nats"
NATS
NATS (unchanged)
Tests added:
test_default_event_plane_ignores_ambient_nats (lib/bindings/python/tests/test_deprecated_enable_nats.py): a file/TCP runtime with an unreachable NATS_SERVER and no event plane starts without connecting to NATS.
nats_enablement_tests::ambient_nats_server_does_not_enable_nats_on_tcp_and_zmq (lib/runtime/src/distributed.rs): an ambient NATS_SERVER with no NATS plane yields no NATS client.
Compatibility. This changes the rule in the v1.1.0 note for #7265 ("enabled when the request plane is NATS or NATS_SERVER is configured"). Since #10902 that rule only creates an idle client, so event routing does not change. NATS event-plane users already need DYN_EVENT_PLANE=nats. Code that calls kv_router_nats_* on a runtime with no NATS plane now gets "NATS not configured"; no caller in the repository does that outside the NATS event transport. Proposed release note:
Behavioral:NATS_SERVER alone no longer opens a NATS connection. The runtime connects to NATS only when DYN_REQUEST_PLANE=nats or DYN_EVENT_PLANE=nats; NATS_SERVER still sets the address. Migrate: Nothing for default deployments. If you use the NATS event plane, set DYN_EVENT_PLANE=nats.
Related: DYN-4614, the flaky test_websocket_audio_round_trip. Its 2026-09-30 failure (post-merge run 36763398262) has the same symptom: the mock worker never registered within 60 s. test_sample_deployment, which starts NATS, stalled in the same window on the other xdist worker. The worker logs were not uploaded, so NATS as the cause is likely but not confirmed.
NATS_SERVER alone enabled the runtime's NATS client, even on the TCP
request plane and ZMQ event plane, where nothing uses it. The Operator
sets NATS_SERVER in every pod when NATS is installed, so default-plane
workers blocked up to 120 s on startup and tracked NATS in health for a
connection they never use.
Enable NATS only when the request plane or the resolved event plane is
NATS, in the Python DistributedRuntime constructor and in
DistributedConfig. NATS_SERVER still sets the address.
Closes#16240

The distributed runtime no longer enables NATS based only on NATS_SERVER. NATS activation depends on the request plane or resolved event transport. The Python runtime documentation says an omitted event plane reads DYN_EVENT_PLANE and defaults to ZMQ.
Changes
Distributed runtime transport configuration
Layer / File(s)
Summary
Resolve NATS activation from transport components/src/dynamo/common/utils/runtime.py, lib/bindings/python/rust/lib.rs, lib/runtime/src/distributed.rs
The Python and Rust runtime paths enable NATS when the request plane or resolved event transport is NATS. NATS_SERVER alone no longer enables it. The documentation describes the DYN_EVENT_PLANE setting and ZMQ default.
Test ambient and explicit NATS settings lib/runtime/src/distributed.rs, lib/bindings/python/tests/test_deprecated_enable_nats.py
Tests cover ambient NATS_SERVER with TCP requests and no event-plane override, and confirm that an explicit NATS event-plane setting enables NATS.
Setting NATS_SERVER alone no longer makes default TCP/ZMQ runtimes block on an unused NATS connection. Code that explicitly requests a NATS event transport on a non-NATS runtime will now silently drop published events or fail to subscribe, which should be decided before merge. The two new tests also need hardening: isolate the environment mutation in the Rust test, and add a timeout marker to the Python test.

Explanation
The title "fix(runtime): connect to NATS only when a plane uses it" states the main change: the runtime opens a NATS connection only when the request plane or event plane is NATS, not whenever NATS_SERVER is set. It is specific, concise, and matches the raw summary and PR objectives across the Python binding, Rust distributed config, and the docstring fix.

Explanation
The pull request description includes all required template sections: Overview, Key Changes, Validation, Issues and Ongoing Work, an issue closure entry, and the checklist. It clearly explains the behavior change, implementation scope, validation coverage, compatibility impact, and known limitations.
Full details: Linked Issues check
Explanation
Only direct linked issue: #16240. Its requirement: set event_plane="zmq" in tests/frontend/realtime_omni_mock_worker.py, document that the mock worker and frontend both choose ZMQ, and preserve existing test assertions, timeouts, and production behavior.
Evidence: At both base and head, the file is identical and calls DistributedRuntime(asyncio.get_running_loop(), "file", "tcp") with no event_plane argument. The PR does not modify this file. No documentation of the ZMQ choice was added.
The PR instead changes runtime code (lib/bindings/python/rust/lib.rs, lib/runtime/src/distributed.rs, runtime.py docstring). Its new tests cover a file/TCP runtime with no event plane and an unreachable NATS_SERVER. This shows the runtime fix likely removes the startup block for this worker. However, the issue's explicit coding requirement, the test-file change and documentation, is not implemented. The PR description also states that the requested file change was not made.
The runtime change also alters production behavior for all deployments. The issue asks to preserve production behavior.
Resolution
Either (a) add event_plane="zmq" to the DistributedRuntime call in tests/frontend/realtime_omni_mock_worker.py and add the requested note that the mock worker and frontend both choose ZMQ, keeping existing assertions and timeouts; or (b) get the #16240 scope changed by its owner to accept the runtime fix instead. Until one of these happens, do not close #16240 through this PR as written.

Full details: Out of Scope Changes check
Explanation
Changed files: lib/bindings/python/rust/lib.rs (NATS enablement removed from DistributedRuntime constructor), lib/runtime/src/distributed.rs (DistributedConfig::from_settings_with_overrides and try_for_cli), components/src/dynamo/common/utils/runtime.py (docstring), lib/bindings/python/tests/test_deprecated_enable_nats.py (new test), and the new Rust test in distributed.rs.
Connection to the linked issue: The Python constructor change and its test address the ambient NATS_SERVER symptom in #16240, so these changes are related and not unrelated. The Rust config changes reach beyond #16240. They affect unified-backend workers, the C bindings, and DistributedRuntime::from_settings. The issue scopes the work to one test file and asks to preserve production behavior. The PR changes production NATS enablement for every deployment that sets NATS_SERVER without DYN_EVENT_PLANE=nats.
Whether this wider production change belongs in this PR depends on a scope decision that the issue text and the PR do not settle. No repository evidence decides it.
Resolution
Maintainers of #16240 must decide whether the production runtime change belongs in this PR. If the issue stays limited to the test file and to preserving production behavior, move the runtime change to a separate issue and PR, or narrow this PR to the test-file change. If the runtime change is accepted as in scope, update #16240 to state that scope explicitly.

Previously reported defects still present:
Original discussion: Verified still present: the new Rust test mutates NATS_SERVER with temp_env in the normal parallel test process, while NATS configuration tests using figment::Jail can concurrently mutate and read the same process environment under a different lock. This can make either test observe the other's server value; run this test through the repository's isolated-process helper.
Original discussion: Verified still present: the public explicit-transport constructors can request EventTransportKind::Nats on a runtime whose configured planes are TCP/ZMQ. After this change that runtime has no NATS client even when NATS_SERVER is configured; NATS publisher construction succeeds but publication is silently skipped, while subscriber construction fails. Explicit NATS transport creation must either initialize a client or reject the unsupported override before registering the publisher.
Questions for the author:
lib/runtime/src/distributed.rs: For the supported frontend configuration DYN_REQUEST_TRACE_SINKS=nats with the default TCP request plane and ZMQ event plane, what now creates the NATS client? The request-trace NATS sink is an independent documented NATS consumer, while this change appears to stop treating an explicitly configured NATS_SERVER as sufficient to initialize the runtime client. Please provide the production-path evidence that this sink establishes its own connection, or include the enabled NATS trace sink when deciding whether nats_config is required.

On the DYN_REQUEST_TRACE_SINKS=nats question: the trace sink opens its own connection. NatsRequestTraceSink::from_policy (lib/llm/src/request_trace/sink.rs) calls nats::ClientOptions::default().connect(), which reads NATS_SERVER. It never uses the runtime's NATS client, so this change doesn't affect it.
TestClusterFrontendDependencyStartup/nats in Operator Integration fails after this change, and that job feeds the required backend-status-check.
The first run on a branch that contains 1b6416a308 is job 123047479384 on #17532, which changes only a workflow timeout:
dgd_dependency_startup_clustertest_test.go:240:
Error: Should be false
Test: TestClusterFrontendDependencyStartup/nats
Line 240 is require.False(t, status.Ready). The test keeps NATS down for 60 seconds and expects the frontend and worker pods to stay unready. Its nats case sets only the NATS address in the operator configuration (deploy/operator/internal/controller/dgd_dependency_startup_clustertest_test.go:176-177). The operator passes that address to the pods as NATS_SERVER (deploy/operator/internal/dynamo/component_common.go:178). After this change, NATS_SERVER alone no longer enables NATS. In the job log, both pods start a TCP request plane and a ZMQ event plane, and neither tries to connect to NATS. So they become ready while NATS is down.
From 17:59 to 19:20 UTC today, 10 Operator Integration runs on branches without 1b6416a308 passed this test. The run above is the first one with it. The CI of this PR skipped Operator Integration, because the changed files do not match the operator path filter.
The new behavior looks intended, so the test needs to follow it: its nats case can give the pods a plane that uses NATS. The test-only fix is #17535.
