has_room as the single check is the right shape, and the side-buffer decision is well argued by the numbers. Confirmed the "behavior unchanged" claim: the old active_tokens snapshot and the new row's active_prefill_tokens both read load.active_tokens(decay_now).
The inline notes are about finishing the consolidation this PR starts: the projection-to-row conversion and the rank loop still exist in two or three copies, and a few structures carry duplicate state.

One perf note on the gate snapshot this adds to the actor's admission path.

The policy-class queue decided "does this worker have room?" with `worker_is_busy` on a prefill-only token snapshot, at three call sites, and the offline replay router kept a copy of the same logic. Worker selection and request classifiers read load from `LOAD` rows instead, so the queue and its plugins could disagree about the same worker. `BusyThresholds::has_room(&WorkerLoadInput, WorkerCapacity)` is now the one capacity check: a pure function of a worker's `LOAD` row, its advertised capacity, and the thresholds. - New `WorkerInfo`: a worker rank's identity plus the `max_num_batched_tokens` and `total_kv_blocks` its runtime config advertises. These change only when a worker registers again, so every component reads them through `WorkerCandidate::info()` or `WorkerInputView::info(row)` without declaring an input group. The host looks them up only when a component asks, so rows do not carry them. - Every host path builds `LOAD` rows through `WorkerLoadInput::for_worker`, which flags a rank without a projection unavailable. The queue and replay pass an idle fallback; selection passes the request's unobserved-worker load. The per-rank loop lives in `BusyThresholds::worker_is_full`, shared by the queue, replay, and the later reject scan. - `PolicyClassConfig` carries its `BusyThresholds` as one field, and `WorkerCapacity::prefill_budget` is the one home for the `DEFAULT_MAX_BATCHED_TOKENS` fallback. - The class-queue gate judges a request-agnostic projection of every worker. The actor refills one scratch map for it in place, as it already does for the per-request selection projection, instead of allocating 48 bytes per rank on every admission. - Classifier rows outlive the worker map, so they carry each rank's capacity (32 bytes) rather than a full `WorkerInfo`; the rank is already in the row. Behavior is unchanged. Part of #16543. Signed-off-by: Ishan Dhanani <ishandhanani@gmail.com>

Summary
The policy-class queue decided "does this worker have room?" with
worker_is_busyon a prefill-only token snapshot, at three call sites, and the offline replay router kept a copy of the same logic. Worker selection and classifiers read load fromLOADrows, so the queue and plugins could see different numbers for the same worker.BusyThresholds::has_room(&WorkerLoadInput, WorkerCapacity)is now the one capacity check: a pure function of a worker'sLOADrow, its advertised capacity, and the thresholds. Anyone holding those three gets the router's answer.WorkerInfo: a worker rank's identity plus themax_num_batched_tokensandtotal_kv_blocksits runtime config advertises. These change only when a worker registers again, so every component reads them without declaring an input group:WorkerCandidate::info()for filters, scorers and classifier rows,WorkerInputView::info(row)for pickers.WorkerInfois not stored inCandidateData. Rows are rebuilt and copied several times per candidate per selection, so growing them slows every policy, including ones that never read capacity. The host looksWorkerInfoup only when a component callsinfo(): a filter reads the config already in hand; scorers and pickers look the worker up in the selection's worker map; classifier rows own a copy.LOADrows throughWorkerLoadInput::for_worker, which flags a rank without a projection unavailable. The queue and replay pass an idle fallback overproject_worker_loads(None); selection passes the request's unobserved-worker load.BusyThresholds::worker_is_fullowns the per-rank loop that the queue, replay, and feat(router): enforce busy-reject thresholds in the KV router queue #16619's reject scan share, so replay no longer needs a doc-hidden conversion.PolicyClassConfig::worker_is_busyis replaced by thebusy_thresholdsfield plushas_room.WorkerCapacity::prefill_budgetis the one home for theDEFAULT_MAX_BATCHED_TOKENSfallback (the constant is still re-exported fromscheduling::queue), andWorkerCapacityholdsOption<u64>instead of a sentinel.Behavior is unchanged.
