fix(frontend): complete anthropic message api's tool calls after early finish - #15129
Conversation
Keep incomplete tool calls pending when a finish reason arrives before their arguments complete. Emit each buffered tool block once its arguments form valid JSON, while preserving truncation recovery, parameterless calls, and single-tool restrictions. Understand this PR’s impact Explore downstream dependencies and potential security impact with Blast Radius. WalkthroughThe Anthropic stream converter now retains incomplete tool calls across intermediate flushes and emits them during finalization. It tracks emitted calls, handles finish and EOF drains separately, limits parallel calls, and adds SSE coverage. ChangesAnthropic tool streaming

Questions for the author:
- lib/llm/src/protocols/anthropic/stream_converter.rs: For the supported early-finish stream path, please provide the expected maximum number of buffered tool calls and trailing argument chunks, plus a calculation or measurement of the added cost. Once
tool_flush_requestedis set, each trailing chunk callsdrain_buffered_tool_events, which scans all tool-call states; this changes the path to O(calls × trailing chunks).

pending rather than emitting input: {} and setting state.has_emitted. Allow them
to emit only during the final drain, while preserving existing behavior for
calls that already have argument fragments and for tool_blocks_flushed.
