Add QueueLimitKind::UncachedTokens as a fourth policy-class admission gate, configured per worker as uncached_token_queue_limit_per_worker and worker-scaled like the existing tiers. The gate accumulates the uncached portion (raw ISL minus best cached tokens) of requests parked in the router queue and rejects with the typed 503 QueueRejected response once queued uncached tokens reach the per-worker limit times the discovered worker count, bounding queued prefill compute by real work rather than raw prompt size. This revives the uncached-token queue limit specified in DEP ai-dynamo#9755 and left unimplemented when policy-class queues shipped the request, raw-ISL, and cached-token gates. The gate is disabled by default and changes no scheduling or ordering behavior. - policy_queue: UncachedTokens variant, uncached_tokens accounting on enqueue/dispatch/removal, rejection checked after CachedTokens - policy_config: uncached_token_queue_limit_per_worker on the YAML schema, resolved config, and synthetic single-class fallback - llm: router_queue_backpressure_total{reason="uncached_token_limit"} rejection counter on the observing scheduler - Python and OpenAI rejection surfaces pick up the new limit_kind via Display/serde automatically Signed-off-by: joker <a1214096242@gamil.com>
Add an actor-level integration test that enqueues requests carrying per-worker KV overlap under an uncached-token queue cap. Two 100-ISL requests with 50 cached tokens each queue under a 100-token cap (only the 50 uncached tokens per request are charged) and the third is rejected with current=100 rather than the 200 raw ISL tokens, while the pending ISL and cached gauges still reflect the full prompt picture. Signed-off-by: joker <a1214096242@gamil.com>
List uncached_token_queue_limit_per_worker alongside the other per-worker queue limits and describe its semantics: the gate bounds only the queued ISL portion that still needs prefill compute after the best cached-token overlap, protecting prefill capacity without overcounting cache-heavy requests. Corrects the rejection status code in this paragraph from 529 to the 503 the selection service returns. Signed-off-by: joker <a1214096242@gamil.com>

This paragraph conflates two response surfaces. The router conversion returns HTTP 503 for
QueueRejected, while the OpenAIErrorMessage::from_anyhowconversion usesoverload_status_code()and returns the configured overload status, which is HTTP 529 in its test. Rewrite the paragraph so HTTP 503 applies to router queue-limit rejection and HTTP 529 applies only to the OpenAI policy-class response.🤖 Prompt for AI Agents

Document the clamped scheduling cost.
QueueSnapshot::new preserves exact uncached_tokens but sets scheduling_cost_tokens to max(1, uncached_tokens). DRR deficit charging and WSPT priority both use scheduling_cost_tokens. Update this paragraph to state that limits and token counters use exact snapshots, while DRR and WSPT use the clamped scheduling cost captured at enqueue.

The frontend does not return a fixed HTTP 503 for this rejection. ErrorMessage::from_anyhow recognizes QueueRejection and emits overload_status_code(), whose default is 529 and which operators may override with DYN_HTTP_OVERLOAD_STATUS_CODE. Documenting 503 makes clients configured as shown here handle the wrong status.
🤖 AI Fix
Document queue-limit rejections as using the configured overload status code (default 529), or change the frontend error mapping consistently if 503 is the intended contract.

This states queue-limit rejections return HTTP 503, but the OpenAI frontend maps every QueueRejection through overload_status_code(), whose default is 529; the existing HTTP test also asserts 529. Operators can configure 503, but it is not the default described here.
🤖 AI Fix
Document the default HTTP 529 queue-rejection status and note that DYN_HTTP_OVERLOAD_STATUS_CODE can override it.

This restates the immediately following QueueSnapshot::new(100, 100) setup and the assertion that the uncached total remains 2; it adds no lasting constraint beyond the test code.

Summary
Adds
QueueLimitKind::UncachedTokens, a fourth per-worker policy-class queue admission gate:uncached_token_queue_limit_per_worker. The gate caps the uncached portion of queued ISL — raw ISL minus the best cached tokens across eligible workers, i.e. the prefill work the cluster will actually compute — and rejects with the typed 503QueueRejectedresponse once queued uncached tokens reach the per-worker limit times the discovered worker count.Motivation:
raw_isl_token_queue_limit_per_workercounts the full prompt including the KV-cached prefix, so cache-heavy traffic consumes admission budget for work that will not be computed. The cached-token gate bounds the cache-reused portion; this gate bounds the complement, protecting prefill capacity. It implements the uncached-token tier designed in DEP #9755 that was not carried into the policy-class implementation (#10744, which shipped the request / raw-ISL / cached-token gates). The knob name follows the*_queue_limit_per_workerconvention those gates actually shipped with rather than the DEP's candidate CLI name.Disabled by default (
