This adds an opt-in single-pool batch scheduling configuration and a pure policy that returns a replica floor plus a leased admission cap. It lets Planner reserve online capacity, reason about deadline pressure, and fail closed when required observations are missing or stale.

CLOSES: LLM-184

How This Was Implemented

  • Add strict nested configuration for Batch Gateway, metrics, Redis actuation, pool capacity, margins, observation age, lease duration, and replica bounds.
  • Keep Redis credentials secret-backed and excluded from serialized Planner configuration.
  • Compute cumulative earliest-deadline-first demand bounds and convert them into a required replica floor.
  • Limit batch admission to capacity remaining after online offered load while coupling the cap to a floor that can sustain it.
  • Emit zero-rate safety leases and audit diagnostics for stale inputs, work-class mismatches, infeasible deadlines, and scale-from-zero bootstrap conditions.
Walkthrough
  • config/planner_config.py validates deployment compatibility, URLs, labels, lease timing, secrets, and pool bounds before enabling the feature.
  • core/batch_policy.py deterministically maps one TickInput snapshot to a floor, drain lease, deadline/slack estimates, and safety diagnostics.
  • tests/config/test_batch_scheduling_config.py exercises disabled defaults, dependency requirements, secret handling, and unsafe configuration rejection.
  • tests/unit/test_batch_policy.py covers EDF demand, headroom, floors, ceilings, stale data, explicit pauses, and infeasibility reporting.

Validation

  • Full stacked-head Planner sweep: 478 relevant tests passed, including the batch configuration and policy suites.
  • Planner lint, formatting, and Python compilation passed.

Summary by CodeRabbit

  • New Features
    • Added opt-in native batch scheduling with deadline-aware admission, scaling, draining, and capacity controls.
    • Added batch scheduling observations for job demand, pool traffic, and dispatcher feedback.
    • Added validation for scheduling configuration, endpoints, metrics, Redis settings, replicas, and leases.
    • Added Kubernetes scaling-adapter support for authoritative replica updates and recovery.
  • Documentation
    • Documented batch scheduling messages and data fields.
  • Permissions
    • Added planner access to scaling-adapter resources.

Merge Risk: 🟠 High · up to 282a9

This PR adds planner-controlled batch admission and replica scaling, but the current implementation can write to an unintended scaling resource, overwrite newer replica targets, leave components at inconsistent replica counts, and accept unsafe Redis endpoint configuration. Because these issues can affect capacity control and workload admission, the PR is not merge-ready until they are fixed or explicitly accepted.

Use direct attribute access for current_namespace.

self.kube_api is a KubernetesAPI, and KubernetesAPI.__init__ always assigns current_namespace. The defensive getattr hides that dependency.

Reuse KubernetesAPI.scaling_adapter_name for the expected adapter name.

This PR adds KubernetesAPI.scaling_adapter_name as the single place that builds the operator-defined DGDSA name. Line 1065 re-implements that format string. If the operator naming convention changes, the client method and this validation drift apart, and the ownership check then rejects valid adapters or accepts an adapter whose name does not match the component.

Narrow the preflight exception handler.

When the deployment is unready, this handler converts every exception into a not-ready rejection. That includes AttributeError, TypeError, and KeyError raised by planner code itself, so a real defect in _preflight_replica_updates looks like a transient not-ready tick and never surfaces. Catch the expected failure types instead.

Replace the narrowing asserts and move the policy import to module scope.

Two repository guidelines apply to these added lines:

  • Line 621 and Line 1166 use assert for runtime narrowing. The preceding checks already raise, so behavior does not change under python -O, but the guideline forbids assert here. Use typing.cast or restructure the check to bind the non-None value.
  • Line 635 imports BatchSchedulingPolicyConfig inside to_policy_config. The guideline requires module-scope imports. A TYPE_CHECKING import already exists at Line 43; if the deferred import exists to break an import cycle, state that reason in a comment so the exception is explicit.

As per coding guidelines: "Never use assert for runtime validation of function arguments, request payloads, or external data" and "Keep imports at the top of the file; always flag import statements inside function bodies, methods, or classes".

Replace the narrowing asserts with non-assert narrowing.

Lines 264, 265, and 529 use assert to prove values are not None. The invariants hold today because the safety gate returns first and invalid_jobs rejects non-finite deadlines, so python -O does not change behavior. The repository guideline still forbids assert for runtime validation. Use typing.cast for the type-checker, or bind the values in the branch that already proves them.

As per coding guidelines: "Never use assert for runtime validation of function arguments, request payloads, or external data; use explicit if/raise instead as assertions are stripped under python -O".

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

_validate_redis_url never runs for the environment-supplied default.

Pydantic v2 does not validate default values unless the field sets validate_default=True. url uses default_factory=_batch_redis_url_default, so a value taken from DYN_PLANNER_BATCH_REDIS_URL skips _validate_redis_url entirely. An operator can then pass http://… or a scheme-less string and the model accepts it, and _validate_enabled_dependencies only checks for None. The same file already applies this flag where default validation is required (see metric_pulling_prometheus_ca_bundle, Line 858).

Update the schema total after adding four messages.

The kubernetes third-party imports now follow the first-party dynamo imports in three files. isort groups third-party packages before first-party packages, so the next ruff check --fix or pre-commit run reorders each of these blocks again.
