Add Raspberry Pi pipeline handler and Image Processing Algorithms. Work around clang 14/15 build error: field within 'v4l2_ext_control' is less aligned. See kbingham/libcamera#40. Signed-off-by: Devendra Tewari <[email protected]>

Added a recipe for Raspberry Pi's libcamera-apps. Tested with poky/oe master. I haven't built or tested optional dependencies to qt, tensorflow lite, and opencv. These should be considered work in progress, for those who require these dependencies to enhance and test, and submit future PRs.
