Ruby v4.0.0 was released earlier today. This PR adds support for it.
I pointed an active project's Gemfile to my branch and commit and was able to install, run my test suite, and deploy the application without so much as a warning.
As of the time I'm writing this, the setup-ruby github action is still onv4.0.0-preview3. This should be resolved with ruby/setup-ruby#844Update: the setup-ruby github action was updated, and the workflow has been re-run against 4.0.0.
