mulligan wastes cards

it is good as an upkeep action. i don't think it's too powerful at that point and it technically benefits the whole table.

only replenish to 5? on the turn you mulligan.

getting first choice of 7 cards than noone but you sees is incredibly powerful.

replenish to 5 makes good sense. I'd keep that.

Or, perhaps it is sufficient merely to expect that you will have to hate-draft lands when you see a pack go by with a lot of land in it? I favor patching as little as possible over the comp rules, but, pack mulligans are presently appearing to be rather overpowered.
