[docs]: add "Tools" section to documentation

Code of conduct

• I agree to follow this project's code of conduct.

Description of issue

We have a lot of undocumented non-components and whatnot that should be documented for our consumers to leverage.

• Styles
• Theme
• Base
• Bundle
• Shared
• Grid
• ReactiveControllers

If these things get moved out of packages, they need to be handled in the tooling as well so that VRTs and stuff... know where to look for them.
