Need to change to:

I got similar error only when building on cloud environment. It turned out it was using older version of Hugo. After I added env variable that implicitly specifies Hugo version everything was built without issue.

I have used the latest version PaperMod theme in my hugo project and it worked, so try to upgrade the version of theme:

$ git submodule update --init --recursive
