Clicking Send on a citation comment sent the whole composer: any half-written message, attachments and other context went out with the quote.
Now Send (and Add to queue while a turn runs) sends just that quote and its comment as its own message, then removes the quote's chip from the composer. Everything else in the composer is left as it was. The comment is saved into the chip before sending, so if the send fails, the commented quote stays in the composer.
ChatView's standalone send (already used by/goalactions) now takes a dispatch mode and reports success. The composer's citation path calls it instead ofsubmitComposer.docs/fork-differences.mdis updated.Save as draft from the citation menu still saves the whole composer as a draft. That is unchanged.
