Zstandard zips can be created with winzip. Zstandard 7zips can be created with 7zip here: https://github.com/mcmilk/7-Zip-zstd

As this PR uses an external nuget reference, I'm submitting it for reference. Should the zstd code be imported to SharpCompress?
