Added functions to sync
circuitpython_lib_list.mdwhen new libraries are added to the bundle. The list was a request from PT to ease blog posts for the available libraries (at minimum; could be used elsewhere).I tested this up to commit; did not test pushing and releasing. Push seems straightforward enough, and the way I understand the release code, updates to the list won't make it into the release notes.
