The attached version (from https://github.com/larsbrinkhoff/emacs-history/blob/sources/bitsavers.org/bits/DEC/vax/ultrix/3.0/gnuemacs.tar.gz ) is an older version of https://scancode-licensedb.aboutcode.org/gnu-emacs-gpl-1988.html and it is quite different and currently not correctly recognized by scancode.
