docs: refresh Ophis extension page (tool list, chains, skills link) - #10681

The Ophis MCP server now exposes fourteen tools; the page said six. Ophis also runs its own settlement on Unichain in addition to Optimism. Adds a Resources link to the hosted agent-skills index for agents that prefer markdown skills over MCP.
