dts seems to have a better utility suite for testing types in general, as typings-tester will be redundant once //@ts-expect-error hits in ts 3.9.

Turns out dts doesn't work as well as I'd expect for our test cases, so let's wait until microsoft/dtslint#214 is solved and come back to this issue.
