Every web job fetched all 73 licensed icons from B2 per run, which exhausted the account-wide Class B transaction cap and failed every build with S3 403. Restore apps/web/src/icons/generated.tsx from an Actions cache keyed on the exact fingerprint inputs so a hit skips the fetch entirely and a fingerprint change always misses.

Why
This completes the package path from creator upload through deduplicated storage, entitlement-bound VPM bootstrap, verified helper delivery, and Unity import. It also removes experimental repository nesting and keeps local evidence out of source control.
The validation gate found one stale VPM fixture that published importer
