Repair wp/7.1 branch Actions: Reference trunk's reusable workflow-lint job

Part of #82781.

What?

• Removes the local .github/workflows/reusable-workflow-lint.yml and points workflow-lint.yml at WordPress/gutenberg/.github/workflows/reusable-workflow-lint.yml@trunk instead.
• Updates the branch filtering rules to match those added in Workflows: Refine and complete the push and pull_request branch filters #82744, which allows the workflow to run in wp/X.Y branches.

Why?

Linting workflow files helps prevent incorrect and/or insecure patterns from being introduced into the codebase.
