+inserter before the first block in a post. In the post editor (post-only mode), detect hover in the gap between the post title field and the first block. Let users insert a block at the top without List View or the block menu.Fixes: #27540

The inserter did not appear between the title and the first block. A guard in
use-in-between-inserter.jsblocked insertion at index 0. The post title sits outside the block list, so hover was never detected in that gap.How?
