What?

This PR will add story for URLPopover component in the Storybook.

Why?

Part of: #67165
Part of: #22891

Testing Instructions

  1. Run npm run storybook:dev
  2. Open the storybook on localhost
  3. Check the URLPopover story.

Merge trunk into add/url-popover-story

Resolve conflict in the URLPopover story: keep the new CSF3 meta/Default
story, moved to the .jsx extension required by trunk, and re-apply
__next40pxDefaultSize on the Buttons.

summary: 'boolean' is inaccurate for the same reason, the string modes are missing.
