Smoke tested this branch on its own. No changes to list/column blocks behaviour with compared to trunk.
I also tested on top of #59162
"Insert before" and "insert after" add the appropriate blocks for List (list-item) and columns (column) blocks in post and site editors to new and existing blocks.
