Description

See #32178.
Alternative to #32177.

The main problem is that BlockTools should be in a positioned container and not be a direct child of the scroll container.

Notices should appear above the block toolbar, so reverse tabbing from a block brings you to the block toolbar consistently. This is the same for the post editor.

The canvas (editor-styles-wrapper) should not contain any UI, only content to edit.

Thanks for taking a look.

The main problem is that BlockTools should be in a positioned container and not be a direct child of the scroll container.

It'd be good to document that. The only thing mentioned is that it should be wrapped around the content and editor styles, which is the reason for the change in #31582 that did just that, but created the scrolling issue.

Notices should appear above the block toolbar, so reverse tabbing from a block brings you to the block toolbar consistently. This is the same for the post editor.

With Notices positioned like that perhaps they can have their own location in the InterfaceSkeleton to help enforce this.

It does make sense for the tab order, but I also find it unusual visually. The top toolbar makes the block toolbar feel part of the top bar, but then notices separate the two in an unexpected way. Perhaps the notices and/or toolbar need to be reworked visually to make this feel right.

There's also the bug mentioned in #31134 (review), which will need to be resolved. I can create a new issue for that as I don't think it's tracked.

Yeah, I agree. I didn't really expect the relative position to be necessary. It would be nice if we could somehow make it work without needing it.

Perhaps the notices and/or toolbar need to be reworked visually to make this feel right.

I agree. They really feel out of place there. Related: #32238 (comment)
