Microsoft.OpenAPI has a critical vuln, and even though we only use this to transitively generate docs, it causes CI build fails. Builds fine locally. Confirmed app launches normally/ /docs loads, and openapi.json is retrievable.

Description
Swashbuckle is only used to generate OpenAPI docs and the web /docs content. This closes the vuln so other CI processes can run clean.
