Add a page where users can be redirected to after a budget is approved for WM

In order to tell the users what actually happened after setting up the extension (wallet was successfully connected or an error occurred), we want to introduce a Welcome screen where the users will be redirected. In this screen, we will display relevant error messages if necessary.
