Add CI under Windows, Ubuntu, MacOS and Android

SDL3 has compile error under Windows MSVC in Github CI(detail), so we follow the answer to change CMAKE_SYSTEM_VERSION in CMakePreset.json, maybe remove this in later SDL3 version
