Adds a QuestPdfOutputs [Flags] enum (Png, All) and an optional outputs parameter to VerifyQuestPdf.Initialize (default All, output unchanged). When Png is excluded, pages are not rasterized at all (page count for the info comes from cheaper svg generation). Adds StaticSettingsTests project and readme section. Bumps version to 2.10.0.
