Improve Test Infrastructure #2335

What this PR does / why we need it:

Improve performance of tests by using docker for Travis builds
Allow overriding of Configuration for tests to avoid conflicts when running tests locally
Add UTs for remapper, ensuring all configs in package.json have matching handler, rebinding keys are normalized.

Which issue(s) this PR fixes #700 #451 #2344
