BaseLibraryInfoモデル(+α)の追加と、LibraryManagerクラスがあるファイルのリネーム

内容

• [project-library-manage] ライブラリ管理画面のデータの持ち方などをリファクタリング voicevox#1584 (review) で挙げられているややこしさを根幹から修正するため、BaseLibraryInfoモデルを作成し、それを継承する形でDownloadLibraryInfoとInstalledLibraryInfoを作りました。
  • ついでに、すべてLibraryInfoで統一しました(Libraryそのものではないため)
• downloadable_library.pyについても、中身のLibraryManagerクラスはDownloadableLibraryのみを取り扱うものではないため、実態に合わせてリネームしました。
