Purpose of this PR

Fix the issue mentioned here: https://forum.unity.com/threads/custompassutils-some-pixels-drawn-twice-fixed-size-render-targets-not-working.1096018/ (case https://fogbugz.unity3d.com/f/cases/1333648/)


Testing status

Checked in RenderDoc that there is no overlap in the draw call:

Blur and Copy functions are already tested by our automated tests, I ran them locally and they are green
