Add bazel build scripts for c-toxcore. #694

This allows us and users to reproducibly build verified versions of the
library with checksums. It will power the toktok-stack continuous build
with checked-in checksums at specific git revisions.

I'm confused, how does it work and what exactly does it do? At first it sounded like reproducible builds, but looking at the changes it's just a build system without any environment specification, so that can't be what it is, so what is it then?

Is it just for checksumming the source code?
