The tanh activation function is added
mathematically (e^x - e^(-x))/(e^x + e^(-x)) redesigned to (2/(1+e^(-2x))-1

@mitra-babu ,my PR #8680 has merged which addressed issue of failing ruff , now run again github actions, it should work fine.
