fix: make OpenHandle values unique across MockFileSystem instances - #1100

Each registry numbered handles from the same start value, so a handle passed to another `MockFileSystem` resolved to an unrelated file there or was reported as closed instead of being mapped by its `SafeFileHandleStrategy`. A closed handle is still detected through `SafeFileHandle.IsClosed`.
