Add support for various mods and falling blocks

Here's a list of changes/fixes in this PR and related issues that are fixed:

• Hide the error biome from Nature's Compass (basically just a cosmetic fix)
  • "A mod doesn't support extended biome IDs" shows up in mods that list biomes DimensionalDevelopment/JustEnoughIDs#97
• Slightly change RTG compat (mainly just reorganization)
• Support BiomeStaff mod
  • Closes Incompatibility with biome staff mod 1.12.2 by TheRealp455w0rd #13
  • Mod Incompatibility - Biome Staff DimensionalDevelopment/JustEnoughIDs#40
  • biome changing items not working DimensionalDevelopment/JustEnoughIDs#145 (Biome Paint Tools is already supported through HammerCore/Lib mixin)
• Fix refmap for Gaia Dimension mod
• Send less packets for biome change over area
  • Affects BiomeStaff, BiomeTweaker
• Support WorldEdit's //setbiome
  • Partially fixes World painter and /setbiome command don't work #9 (external programs like WorldPainter will still not be supported)
  • WorldEdit's //setbiome stops working while JEID is installed. DimensionalDevelopment/JustEnoughIDs#187

• Support Kathairis (floating island gen)

Can't reproduce, are you sure the server and client are using the same version of REID? The build from actions hasn't bumped mod version yet, so if you want to test it, you need to make sure both server and client are using the same build.

Also, please open an issue instead of using this PR.
