<title> lacking on program page #21

What should the title be? |
The most useful and nice for SEO would be something like
TUG 2022 Conference Program
but that would require an entry in the DB, which we can probably hardcode
because each conference will have it's own version of the JS script, but
the best way would be to hold the name of the conference in a separate
table. We (will) have a table that will hold the times around the
conference ( when it starts, when it ends ..) and that could hold the name
(title) of the conference as well.
