Quick: Support & Move Snippets

Overview / Changes

• Move snippets to a directory where they could be loaded by CMS.
• Replace verbose snippet README with reference to new Core snippet README.

@tacc-wbomar tested this for Core snippets via Testing steps on TACC/Core-CMS#300, but there is no need to test this for CMS projects because they likely will not work, yet, because the templates directory does not work as expected.
