Release 3.0.0

Due to the changes to the temporary path builder, we'll have to cut a 3.0 release. However, I'd like to avoid a 4.0 release so let's keep track of changes we need to make first:

• Decide on use persist() instead of into_path() for temporary directories #42.
• Survey uses of tempdir and tempfile for any obvious pain-points.

You might be interested in ergo_fs which currently exports tempdir::TempDir as PathTmp.

Don't worry too much about the API changing since ergo_fs is new and can adapt to any new APIs.

I've been trying to think of a nice way to fix #42 but haven't made any progress. Currently, I'm tempted to just leave it as it is and release.
