[Typography foundations] ActionList sections with no title cuts off content

Issue summary

When an ActionList is provided sections with the section prop but each section doesn't include a title, the removed top padding cuts off content.

Expected behavior

ActionList in a Popover with top padding

Actual behavior

ActionList in a Popover with sections without title.
