This enables GH Actions to do what CircleCI appears to be doing, and also adds in a
.tool-versionsfile for asdf's purposes.It's been two months and I don't remember the rationale for the body-parser change. I don't think it matters much, but I remember catching that while looking through dependencies for #37.
